Decisive developments are currently taking place in the “Innovation in Construction – HBO Amendment” expert commission, which is working intensively on the biggest cost drivers in the construction industry.
Special thanks go to Alexander von Arnim, Managing Partner of WPV Baubetreuung GmbH, who has been volunteering in the IHK expert commission for over two years. Together with IHK President Ulrich Caspar, he is driving important impulses for a modern building code in Hesse.
On September 16, 2025, Alexander von Arnim presented the current status of the HBO amendment to the IHK Committee for Construction & Real Estate at the Deutsche Börse in Frankfurt – and the developments are encouraging.
🎯 What is it about specifically?
🔹 Reduction of excessive regulation
🔹 Simplification of complex permit procedures
🔹 Reduction of excessive documentation requirements
🔹 Realistic reassessment of fire protection, sound insulation, and energy requirements
💡 The goal: A noticeable reduction in construction costs without compromising on quality and safety – as a basis for making new construction projects in Hesse economically viable and attractive for buyers again.
As real estate agents, we experience daily how great the challenges are in the current market – particularly in the marketing of new buildings. A leaner, more practical building code would be an important step toward bringing more movement into the market and creating more supply again.
🏛️ My conclusion: When practical expertise meets political creative power, real change happens. I wish the commission continued success with the implementation – so that everyone involved in the construction and real estate industry can benefit.
